I concur in terms of proposed reply. I think situation 18 probably correctly summed up in final paragraph of telegram from acting consul-general at Carton to you No. 32.
As regards Hongkong's counter-proposals I have already pointed out difficulties in the way of any loan agreement with Canton for constructive works and can express no opinion on use of Boxer indemnity funds for such a purpose.
I entirely share view expressed in Coloniel Office telegram that proposal to accord full de jura recognition to Canton government is premature and un- desirable as likely to lead us into difficulties in
respect to our obligations under Washington treaties and to create unfortunate impression on friendly anti- Bolshevik elements in China and thus play into the hands of Soviet. It must further be borne in mind
that we are a present waiting on events and have not yet accorded any formal recognition to present Pelting
government.
